Problems with Configuration Policies

I want a pop-up notification when users need to reboot their computer to install updates. That seems to be right up Configuration Policy's alley but……. it is inconsistent. A lot of my endpoints will display the Configuration Policy pop-up but a lot won't. It is very inconsistent. Has anyone else experienced this issue?
